作为一名曾任职于美国大气环境部门的官员睿博能源智库的Chris James认为,中国为了实现能源和环境的宏伟目标,须在制定政策时将二者相结合并对如何将能源解决方案纳入环境政策(或反之亦然)提出了一些建议,即利用排污许可证制度这一工具促进能效的提高,针对火电厂实行环境绩效标准,完善电力调度,扩大平衡区以覆盖多个省份等。




尽管中国政府为治理空气污染竭尽全力,但京津冀地区空气质量还是出现了反复。 包括环境保护部在内的一些专家表示,根源在于工业生产的增加,特别是钢铁、混凝土、焦炭等行业。 来自全球各地的最佳实践包括-欧盟工业排放指引--为我们提供了减轻工业生产对空气质量影响的工具和经验。



Richard Sedano 先生出任睿博能源智库总裁及首席执行官

睿博能源智库(The RegulatoryAssistance Project)宣布,Richard Sedano 先生出任其总裁及首席执行官。在此之前,Sedano先生曾任睿博能源智库美国项目的理事、主任,在这个新职位上,他将全面领导本机构在世界上四大电力市场的工作,即中国,欧洲,美国,印度。Ken Colburn 先生将会接替他担任美国项目主任。









To Achieve Blue Skies, China Needs Common-Sense Energy Policies

A former air regulator, RAP’s Christopher James recommends that China integrate its energy and environmental policymaking in order to meet its ambitious goals in both areas. In a new blog post, he highlights several opportunities to do so now, including using the air pollution permit system to promote efficient energy consumption, adopting an environmental performance standard for thermal power plants, improving electricity dispatch, and expanding balancing areas to cover multiple provinces.

Industrial Energy Efficiency Can Improve Air Quality

After months of consecutive improvement last year, air quality progress slowed and then stopped in the fall of last year in the Beijing-Tianjin-Hebei (Jing-jin-ji) region. The Ministry of Environmental Protection and various experts have attributed declining air quality to increased industrial production, particularly steel, cement, and coke. Global best practices and experiences—including the EU Industrial Emissions Directive—can help mitigate the effects of industrial production on air quality.



China’s Power Sector Reform: Progress for Clean Energy

Over two years ago, China’s top leaders launched a major round of power sector reform efforts that have brought about real progress from a clean energy perspective. Richard Sedano Named to Lead RAP

Richard Sedano, previously principal and director of U.S. programs, has taken the reins as RAP's president and chief executive officer. In this newly created position, Mr. Sedano will lead the organization’s work in the four largest power markets in the world—China, the European Union, India, and the United States. Succeeding Mr. Sedano as director of U.S. programs is Ken Colburn.

Energy Efficiency Loopholes Risk to Paris Agreement

The European Council’s proposals on energy efficiency will reduce the EU’s energy efficiency target from 1.5 percent per year to less than half of that. In a worst-case scenario, the target could plummet to 0.04 percent, according to RAP analysis. This will make it nearly impossible for the EU to deliver on its Paris commitment.
